Yang Hyun Suk criticizes the new MV pre-screening policy implemented by Korea Media Rating Board

7:20 pm - 08/07/2012
CEO Yang Hyun Suk of YG Entertainment, one of the top 3 entertainment agencies in Korea, strongly criticized the new pre-screening and evaluation system implemented by the Korea Media Rating Board for all music videos and footage uploaded online. During a phone conversation with StarNews on August 7th, Yang Hyun Suk remarked, “In the early 90′s, we were often censored for coloring our hair back when I was promoting with Seotaiji & Boys. This new policy implemented by the Korea Media Rating Board reminds me of those days. I experienced ‘mental collapse’ after hearing about the news.”

Implementing a policy where Music Videos must first be screened before being uploaded online is like splashing cold water over a situation where K-Pop is properly being spread to all the corners of the world,” he continued. “Instead of trying to be of any help in further spreading K-Pop to the world, I don’t understand why they have come up with a policy that only daunts the artists and the producers.”

Every minute and every second is important when it comes to the production of the MV as well as promotions,” he continued. “We were planning on promoting G-Dragon‘s new album starting in mid-August, but it looks like we may have to rearrange our plans due to the new implementation. Psy‘s fresh and humorous “Gangnam Style” MV is going viral all over the world, but if this new policy gets implemented, we are going to have to think twice before we produce this kind of project again.

“When it comes to public broadcasts, a lot of people tune in so I can somewhat understand the broadcasting company’s already-implemented screening system when it comes to music videos,” he explained. “But when it comes to the internet, [users] select to watch the footage they want, so implementing a pre-evalutation policy for not only music videos but teasers as well is a comical situation that does not exist anywhere in the world.”

He continued, “This is just placing yet another filter in the way of K-Pop spreading across the world, and an urgent debate needs to take place in regards to the new policy.”

Starting on August 18th, all music videos and teaser videos that are produced by any entertainment company (with the exception of the making-of clips and photos) must be first deliberately screened by the Korean Media Rating Board before being uploaded onto YouTube or any other portal sites on the internet.

The Korean Media Rating Board will take anywhere from 7 to 10 days to reach a conclusion after a request for evaluation has been made, however, by law they cannot take more than 14 days. Conducting the evaluation and screening process is the Korea Media Rating Board’s 7-member Video Classification sub-committee. The Korea Media Rating Board explained that this sub-committee is comprised of members who represent all levels of society. Request for footage evaluation can be made starting on August 13th, and if a video is found to be uploaded onto the internet without first being screened, those responsible can be subject to fines up to $17,000 or even 2 years of probation.

The Korea Media Rating Board explained that this policy was implemented in an attempt to protect the youth, but most people in the K-Pop industry are not on board with the idea.

I see your "free speech" is becoming even less free, congrats Korea! So yeah, this is truly an idiotic move. And I hope other big entertainment company bosses will also have guts to speak against this ruling.

We've never had a free speech clause in our law.
geonitacka 7th-Aug-2012 06:42 pm (UTC)
Wow! Wtf! Totally have to agree with him here that's it's ridiculous!!!

YouTube has its own ratings. They can't govern the Internet wtf</p>

1984 anyone?

shiz_lestat 7th-Aug-2012 06:46 pm (UTC)
I agree with him on this subject!
Prescreening and censoring MVs before uploading them to the Internet is ridiculous!
0ddie13 7th-Aug-2012 06:47 pm (UTC)
That censorship is some serious bullshit. And even youtube? yeah i understand if it was porn... whatever.
hisjulliet 7th-Aug-2012 07:16 pm (UTC)
I agree with him.
The internet spread Kpop around the world. If they censor even more videos, there's gonna be less kpop videos on the internet - therefore less fans, therefore less money.
madbeevip 7th-Aug-2012 07:16 pm (UTC)
how is this legal? how can they dictate what gets uploaded to youtube?
kanot 8th-Aug-2012 06:31 pm (UTC)
Mte. It's disgusting.
laeryn 7th-Aug-2012 07:17 pm (UTC)
I don't always agree with him but he speaks the truth here. This is such a stupid move, Korea, what are you even thinking?
prettyminstrel 7th-Aug-2012 07:22 pm (UTC)
another stupid move from korea smh
gathyou 7th-Aug-2012 07:24 pm (UTC)
For once, I completely agree with him. This is censorship, and YouTube already have rating laws... I don't get the logic. "Protect the young"...
gathyou 7th-Aug-2012 07:25 pm (UTC)
Oh and (almost) all I can see is this G-Dragon comeback really really soon <3 I'm excited !
junhobrand 7th-Aug-2012 07:25 pm (UTC)
is that even legal to fine someone for posting a video on YOUTUBE....especially when its their own content? I mean...i could maybe understand if it was for daum or naver...but youtube? thats an international video sharing site that doesn't adhere to the whatever rules of that committee...and protecting the youth in that way is kinda pointless since they can't restrict non music videos which does more "damage"... this kinda of law shouldn't have been past..its just gonna waste people's time and money
hisjulliet 7th-Aug-2012 07:37 pm (UTC)
ikr There are far worse videos on the internet than some kpop mv
dysphoriia 7th-Aug-2012 07:42 pm (UTC)
i bet you august 18 wasn't a coincidence.
kingalexarnold 7th-Aug-2012 08:08 pm (UTC)
poor gd :{
honeebs 7th-Aug-2012 07:45 pm (UTC)
Amazing display of stupid Korea.
tokidoki88 7th-Aug-2012 08:13 pm (UTC)
So it's not like they would be able to rate videos "for adults only" if Ministry of Magic found them inappropriate, but won't be able to upload them at all?
gypsy_sonata 7th-Aug-2012 08:16 pm (UTC)
I remember those days when artists couldn't appear on TV with dyed hair.

Damn, I've been into K-pop way too long.

tokidoki88 7th-Aug-2012 08:23 pm (UTC)
wow:D *bowing with respect*
hipployta 7th-Aug-2012 08:23 pm (UTC)
I figured YG would speak out against it...I just didn't expect him to go so hard. YEAH YG!
m_fran 7th-Aug-2012 08:28 pm (UTC)
wtf

Srsly, I bet there are more important things that need your attention, Korea. Why would you spend time (& resources for that matter) reviewing kpop videos "to protect the youth".
Look at your priorities!
syrinx_nymph 8th-Aug-2012 02:02 am (UTC)
Because it's the content of KPop MVs that causes the suicide rate to be so high, can't you tell? It couldn't possibly be anything else, like parenting, social and educational pressure and an obsession with conforming or anything.
izabera 7th-Aug-2012 08:30 pm (UTC)
//The Korea Media Rating Board explained that this sub-committee is comprised of members who represent all levels of society//

How were these people chosen? Were they elected by the public? Do they include kids, teens and people in their 20s who are the main market for these videos?
This sounds like a system ripe for abuse and corruption.
ayumikoshiro 7th-Aug-2012 08:33 pm (UTC)
I see what the ratings board is trying to do, but you really can't control everything. They want to keep Korea's image squeaky clean. Banned videos aren't removed from youtube so the "impressionable youth" has access to them. however we're not in the stone ages times are a changing and girls are showing off their ankles (my goodness). Censorship goes through these phases everytime any restrictions try to come around. Kpop will move past it just like with dyed hair and hot pants. Eventually it's just going to be a fight to not show actual deaths on air.

I remember when you wouldn't hear a curse word on american airwaves now it seems like just about every other song has at least one.
soramai 7th-Aug-2012 09:17 pm (UTC)
I can't believe it!! Korea, what are you doing ?
kingalexarnold 7th-Aug-2012 09:52 pm (UTC)
look at your life and look at your choices Korea. i seriously cant believe they are focusing on this when there are bigger and more important things that need to be worked on. also hasn't it already been proven that the kids in Korea are into some fucked up things that have nothing to do with music but instead with being the best at school or something like that?

SK need to thinks seriously of what will 'damage' their youth,,
asnindie 7th-Aug-2012 09:57 pm (UTC)
I remember reading that Korea censors broadcasting of Rock music because they fear the effects on the youth so this is no surprise.
sisterjune 8th-Aug-2012 04:07 am (UTC)
omg its like its 1955 over there.
erbalurbal 8th-Aug-2012 01:38 am (UTC)
It really shouldn't be any of their business what someone puts on youtube if they legally own the content. Are they serious? They don't own the internet.

“We were planning on promoting G-Dragon‘s new album starting in mid-August, but it looks like we may have to rearrange our plans due to the new implementation."

Bombs will be sent

Why do they make things so complicated?
Isn't Hallyu bringing in loads of money to Korea,
why would they intentionally do something like this knowing it'll hurt the progress/spread...I just don't get it.

a_perfect_shade 8th-Aug-2012 02:40 am (UTC)
this is so fucking stupid
screening tv is one case, trying to shield the fucking internet is another

if you're so damned concerned about "protecting the youth" how about you work on your sky-high suicide rates first?
a_perfect_shade 8th-Aug-2012 02:41 am (UTC)
also FUCK YOU for giving YG an actual reason to delay gd's album as opposed to the usual last second 'oh nvm not ready yet maybe in 6 more months ^__^' shit
